Thomas OBryon, CEO of Wilshire Finance Partners, has over thirty years of experience in the real estate industry, beginning with the first mortgage company he started in 1976 and later specializing in the private money mortgage business. If there were a list of the ten most influential people in the private money mortgage business, Thomas OBryon’s name would likely be on it.

When the savings and loan debacle surfaced in the 1980s, Mr. OBryon created a firm aimed at helping the S&Ls turn their huge REO portfolios (of foreclosed properties owned by the banks) into performing assets (performing loans) to avoid a mountain of otherwise inevitable write-downs.

So successful was he that shortly after President Bush formed the Resolution Trust Corporation (RTC) in 1988 to merge the healthiest of the S&L´s and deal with their non-performing assets, Mr. OBryon was hired by the RTC as an asset specialist to oversee the disposition of 55,0000 REO properties. In this position, OBryon reported directly to Congress in addition to the President’s Office of Regulatory Oversight, as well as coordinate with the five regional RTC offices to effectively dispose of these assets.

Later, in 1991 and again in 1993, OBryon testified in front of the Senate Banking committee on the condition of the RTC and its transition into the FDIC (a sunset provision called for the RTC to be folded into the FDIC).

As a former member of the NASD, Mr. OBryon moved into the private money mortgage business to develop higher yields and rates of returns for his clients, quickly developing a genius in this area. He has since become a nationally known real estate speaker, focusing on the subject of developing yields consistent with actual market conditions, rather than deferring to the lower yields and rates delivered through conventional markets. The author of several articles and two books - including Mortgage Investments; Principals and Methods and Paper Your Way to Profits - OBryon has been employed as a consultant by private money mortgage companies. He has pioneered many of the advanced real estate formulas and techniques in use today (including "e;hypothecation"e; of mortgages and trust deeds, formulas for purchasing discounted notes and using paper to purchase real property.

During the 1980´s as a prelude to working with Savings and Loans, Mr. OBryon acquired a property management company which initially had 1550 units under management (while employing a staff of 17 located in downtown Portland, Oregon). That grew to 2453 units and 42 employees within a short two-year span. OBryon´s full-time crews, driven by good reporting, maintained these properties by fixing everything from leaky roofs to broken garbage disposals, giving the company the ability to project accurate costs of operation for any property under management. This maintained a high-caliber operation and good tenant base.

In connection with this and other real estate projects, OBryon has worked with designers, architects and contractors, giving him a valuable breadth of knowledge on property management, maintenance and construction issues.

Presently the CEO of Wilshire Finance Partners, Inc, OBryon is in constant demand by upper-tier management clients and pension profit sharing trusts as both a speaker and consultant. His speaking and testimony engagements include: the Crittenden Real Estate Forecast Conference, University of Berkley Economic Forecast Conference, National Association of Home Builders, Building Industry Association, American Bar Association and the United States Senate Banking Committee.
